SEO Agency vs Freelancer vs In-House: Who to Hire in 2026

Freelancers average $1,348 a month, agencies $3,209, an in-house SEO about $118,000 a year. See what each buys and 5 questions to choose.

You've decided to pay someone for SEO. Now you face three very different bills.

An average freelancer retainer costs about $16,000 a year. An average agency retainer costs about $38,500.

A full-time in-house SEO specialist earns about $82,000 in advertised base pay. Add typical benefits and the real cost is at least $118,000.

Many comparison articles on this topic skip the numbers, and many are written by agencies.

This guide shows the real costs, how many hours each option buys you, and a simple way to choose.

Quick answer

Hire a freelancer for a clear, defined job, or for steady part-time help under about $1,500 a month.

Hire an agency when you need several skills at once (technical, content, links) and nobody in-house to manage them.

Build in-house when search is a main source of revenue and there is enough work for a full-time person.

Whatever you pick, keep your own tools and logins so you can check the work.

Key takeaways
  • In Ahrefs' survey of 439 SEO providers, freelancers charged $1,348 a month on average and agencies $3,209.
  • The average US SEO specialist salary is $82,358 a year (Indeed, updated 17 October 2026).
  • US private employers spend about 43 cents on benefits for every dollar of wages (BLS, June 2026). That puts a full-time hire at roughly $118,000 a year, or more.
  • An average retainer buys roughly 19 hours a month from a freelancer and 32 from an agency. A full-time employee is paid for about 173.
  • Google's advice for hiring an SEO: ask for past work, never trust a guaranteed #1 ranking, and give only read access for an audit.

What Each Option Really Is

All three can do good SEO. The difference is who does the work, how much of it, and who manages it.

A freelancer is one independent specialist. Some do everything. Many focus on one area, like technical fixes, content or local SEO.

You talk to the person doing the work. That's the big plus. The minus: when they're busy or away, the work stops.

An agency is a team. You get an account manager, plus specialists for technical SEO, content and link building.

You pay for that structure. And the senior person who sold you the deal is not always the one doing your work.

In-house means hiring your own employee. They learn your products, customers and website better than any outsider can.

They also work only for you. But you carry the salary, benefits, tools and management time, whether SEO works or not.

There's a fourth label you'll see: the consultant. Often an experienced specialist who mainly advises. In the Ahrefs survey, consultants charged the most per hour.

What Each Option Costs in 2026

Agency and freelancer prices come from a public survey by Ahrefs of 439 SEO providers (published December 2023, updated August 2024).

Ahrefs calculated its averages using the top of each price band. So real averages are probably a bit lower.

The salary is Indeed's US average for "SEO specialist", based on 903 salaries and updated 17 October 2026.

Average monthly retainer$1,348.63$3,209$3,250

Average project fee$2,348.63$9,507.84$8,685.53

Now compare a year of each. The in-house figure adds benefits using the US average from the Bureau of Labor Statistics.

In June 2026, private employers paid $32.82 an hour in wages and $14.07 in benefits. That's about 43 cents of benefits per dollar of pay.

Bar chart of yearly cost: average SEO freelancer retainer $16,184, average SEO agency retainer $38,508, in-house SEO specialist salary $82,358, and in-house with estimated benefits $117,665.
Yearly cost of each option. Retainers: Ahrefs survey of 439 SEO providers, averages × 12. Salary: Indeed, US, October 2026. Benefits estimate: BLS private-industry average, June 2026.

The in-house hire costs about 3 times an average agency retainer and over 7 times an average freelancer.

But that's not a fair fight. You're buying very different amounts of time.

What you get per hour

Divide the average retainer by the average hourly rate. You get a rough idea of the hours behind each bill:

  • Freelancer: $1,348.63 ÷ $71.59 ≈ 19 hours a month.
  • Agency: $3,209 ÷ $98.90 ≈ 32 hours a month.
  • In-house: about 173 paid hours a month (2,080 a year), at roughly $57 an hour with benefits.

This is a back-of-the-envelope estimate. Retainers and hourly rates came from different answers in the survey. Ask any provider how many hours your fee buys.

The lesson still holds. If you need 20 hours a month, a full-time hire is overkill. If you need 120, retainers get expensive fast.

The costs nobody puts on the invoice

  • Tools. An in-house hire needs their own SEO software. Freelancers and agencies usually bring theirs.
  • Your time. Someone has to brief, review and approve the work. With a freelancer or an employee, that's you.
  • Hiring. Finding a good SEO employee can take weeks or months. A freelancer can often start within days.
  • Developer time. Many fixes need a developer, whichever option you choose. Check who does them.

Tool prices vary a lot. On 24 October 2026, seotools.pro Pro cost $49 a month and Business, built for teams and agencies, $99.

Semrush's SEO plan cost $139 a month. Ahrefs pitches Standard ($249) at freelancers and Advanced ($449) at "lean in-house marketing teams".

What Buyers Search For

We checked these terms in our free Keyword Research tool on 24 October 2026 (United States database):

  • "seo agency": about 27,100 searches a month, difficulty 79, about $9.60 a click.
  • "seo agency near me": about 19,100 searches a month.
  • "seo consultant": about 8,000 searches a month, about $9.78 a click.
  • "freelance seo": about 740 searches a month. "seo freelancer" gets about 250.
  • "in house seo": about 140 searches a month.
seotools.pro Keyword Research for seo agency in the United States: 27,100 monthly searches, difficulty 79 (hard), CPC $9.60, local and commercial intent, with related keywords such as seo agency near me at 19,100 searches a month.
"seo agency" in seotools.pro Keyword Research (US, 24 October 2026). Many buyers want an agency nearby.

So far more searches are for agencies than for freelancers, and very few are for in-house SEO.

That doesn't make agencies the best choice. It means agencies are what most searchers look for first.

Hire a Freelancer If…

  • You have a clear, defined job, like a technical cleanup, a site migration or a set of pages.
  • Your budget is under about $1,500 a month.
  • You want to talk to the person doing the work.
  • You need one skill, not a whole team.

Here's how one Shopify store owner described the job they wanted done in July 2026:

"I need someone to come in, do the work once, and hand it off — not an ongoing retainer."

"The to-do list is pretty specific: GMC feed cleanup, Search Console, Google Business Profile, GA4 verification, redirect map, and schema markup. Nothing crazy, just needs to be done right."

— mshook3, Shopify Community, 12 July 2026

That's a perfect freelancer brief: a fixed list, a fixed price, and a clear end.

One reply in that thread added good advice. Ask for a short document at the end showing what was set up and where, "so you’re never dependent on the person afterward."

The main risk with a freelancer is that one person is a single point of failure. Agree on deadlines and a written handover up front.

Hire an Agency If…

  • You need several skills at once: technical fixes, content and link building.
  • Nobody on your team has time to manage SEO work.
  • You're facing a big, risky job, like a redesign or a domain move, and want a team behind it.
  • You want continuity. If one person leaves, the agency replaces them.

Before you sign, ask who will actually work on your account. Ask how many hours your fee buys each month and what you'll get in writing.

Google adds a useful rule for audits: "only grant read access to Search Console (at this stage, don't grant them write access)".

Build In-House If…

  • Search is a main source of sales, and every ranking change shows up in revenue.
  • There's enough work for a full-time person: many pages, frequent launches, a big catalog.
  • SEO needs to sit close to your product, content and developers.
  • You can afford the full cost, about $118,000 a year in the US for an average specialist, plus tools.

An employee learns your business in a way no outsider can. They're in the meetings where launches and redesigns get decided.

That's when SEO mistakes are cheapest to prevent. Google says a great time to hire an SEO is "when you're considering a site redesign", adding "the earlier, the better".

The catch: one in-house person rarely covers every skill. Many companies pair them with a freelancer or agency for the gaps.

These thresholds are rules of thumb based on the averages above, not fixed rules. Use your own quotes and numbers.

And if you're not sure what your site needs, find out first. A free audit takes seconds and gives you a fix list to show any provider.

The Hybrid Most Businesses End Up With

In practice, many businesses mix these options. Three common shapes:

  • Owner plus freelancer: you handle the basics, a freelancer handles the technical jobs.
  • In-house lead plus specialists: one employee owns the strategy and hires freelancers or an agency for content and links.
  • Agency plus internal owner: the agency does the work, and one person inside the company approves it and checks results.

Every version needs one thing: your own view of the numbers. Keep Google Search Console and analytics in your company's name.

Add a tool you control. With seotools.pro you can run a website audit, follow rankings in the Rank Tracker and check your backlink profile in the Backlink Analyzer.

When a provider sends a report, you can check it yourself. That keeps everyone honest, including you.

Questions to Ask Before You Hire

Google's guide on hiring an SEO suggests questions like these:

  • "Can you show me examples of your previous work and share some success stories?"
  • "What kind of results do you expect to see, and in what timeframe? How do you measure your success?"
  • "What's your experience in my industry?"
  • "Will you share with me all the changes you make to my site, and provide detailed information about your recommendations and the reasoning behind them?"

And one clear red flag. Google says: "No one can guarantee a #1 ranking on Google."

We'd add 3 questions of our own:

  • How many hours a month does my fee buy?
  • Who exactly will do the work, and who makes the changes on my site?
  • If we stop working together, what do I keep: content, logins, reports?

The Verdict

For a defined job or a small budget, hire a freelancer. It's the cheapest way to get expert hands on your site.

For several skills at once and no time to manage them, hire an agency. Ask how many hours you're buying.

For a business where search drives a big share of revenue, build in-house. Then fill the skill gaps with outside help.

In every case, keep your own data and tools. The first step is the same for all three: audit your website free, so you know what you're hiring for.
